I’ve just looked up the rule on lights which is #60 and isn’t proposed to be changed.

This (link below) is perhaps the best initiative I’ve seen to make sure people have lights, from Edinburgh in 2019, where the Police gave out lights that had been donated by Cycle Law Scotland.
